It starts with a test period, where Kemp and his team will ensure the right data is coming in at the right time. York Region’s initial contract with IMS will last to 2015. Kemp calls the old way “labour intensive and costly,” while referring to the new, live-tracking technology as, “a game changer.”

These cost $1,000 apiece to install and are prone to damage, according to Bruce Zvaniga, a past manager of urban traffic control systems at the City of Toronto and director of the Intelligent Transportation Systems Society of Canada. The City of Toronto uses a network of electronic coils embedded at major intersections to monitor traffic flow. The people return to the office, the team re-programs traffic lights, and then someone goes back out on the road to see how the changes are working. To ease congestion, Kemp currently sends out people to drive around with onboard, GPS-based data recorders. “From a traffic engineer’s point of view, we’ve never had access to this level of data before,” says Kemp.

IMS picks up this information through a contract with Rogers, uses GPS to strip out people who are inside buildings, then applies proprietary software to create a living grid of all traffic moving in the area. This amounts to approximately 4 billion pings a day in the GTA, according to IMS marketing vice president, Blair Currie. This information system relies on two “pings” each cellphone sends to a communications tower every second during a call. It relies on the very people who are using each roadway and path, any time of day. The solution was designed by Waterloo-based Intelligent Mechatronic Systems (IMS).

Kemp, director of traffic management and intelligent transportation systems for the Municipality of York, hopes this will help his department better time traffic lights, lane closures, and plan smarter road improvements. In January, the Regional Municipality of York is set to begin using a real-time traffic monitoring system built around cellphones.Īs drivers, transit passengers and pedestrians move across a wide, fast-growing swath of the GTA – ranging from Vaughan and King in the west, Markham in the east, and all the way up to Georgina – Steven Kemp will follow along in real time, from the comfort of his office. Traffic jams are not getting better, but they are getting smarter, thanks to the people stuck inside them.
